Pay per lead sounds like the safest way to buy lead generation, since you only pay for what you get.
Then the first batch arrives, part of it doesn't look like your buyer, and you spend the next month arguing with the vendor about what counted as a lead.
Usually the vendor hasn't done anything wrong.
The pricing model rewarded exactly what you received. Every way of paying a lead generation agency moves risk from one side of the table to the other, and every move creates an incentive and a recurring argument.
Pay per lead gets you volume and a dispute about quality. Pay per meeting gets you bookings and a dispute about no-shows. A retainer avoids both disputes, but it also removes the built-in pressure to deliver.
This guide compares pay per lead, pay per meeting and retainers by what each one actually does: who carries which risk, which argument it tends to produce, when it becomes the cheapest option, and which contract clauses prevent the argument in the first place. It finishes with a simple way to choose, based on what you can least afford to get wrong.
| Pay per Lead | Pay per Meeting | Retainer |
|---|---|---|
| Each lead that meets agreed criteria | Each meeting booked, or held | A fixed monthly fee for the work |
| Lead volume | Bookings | Keeping you as a client |
| “Is this a real lead?” | “Does a no-show count?” | “What are we getting for the fee?” |
| You, on quality and follow-up | Shared | You, on results |
| You have SDRs with time to work leads | You need meetings and can't waste spend | You want a controllable, long-term program |
Pay per lead is a pricing model where you pay a lead generation company a fixed fee for each lead that meets criteria agreed in advance, such as job title, company size and industry. Pay per meeting charges for booked or held meetings instead. A retainer charges a fixed monthly fee for the work, whatever it produces.
The word lead covers a lot of ground, so the first thing to check is what the vendor actually sells.
Some charge per contact record, some per marketing-qualified lead that downloaded content, and some per qualified lead that meets stricter criteria or has had a first conversation.
Leads may also be exclusive to you or shared with other buyers, which matters a lot for how many of them answer.
Pay per lead is the model you buy.
Cost per lead is the metric you measure, and benchmarks for it vary widely because everyone defines a lead differently. Sopro's 2025 benchmarks put recruitment and staffing at an average of $497 per lead, while Belkins' 2026 data puts B2B cost per lead at $420 to $3,080 across industries. Neither is wrong. They're measuring different things.
You pay for each meeting the vendor books with a prospect who fits your criteria. The detail that matters most is whether you're billed when the meeting is booked or when it's held, because no-shows are where most disputes start.
You pay a fixed monthly fee for a team, a process and a level of activity. Some vendors combine a retainer with a performance fee. CIENCE, for example, charges monthly fees plus a per-meeting fee on held meetings, which mixes both models.
The pricing model decides who pays when something goes wrong. Pay per lead shifts the risk of producing nothing onto the vendor, but leaves you with the risk of poor quality and all the follow-up work. Pay per meeting shifts more of the risk onto the vendor. A retainer leaves almost all of the outcome risk with you.
Here's who carries each risk under each model:
| Risk | Pay per Lead | Pay per Meeting | Retainer |
|---|---|---|---|
| No output at all | Vendor | Vendor | You |
| Leads or meetings that don't fit your buyer | You, unless replacement terms cover it | Mostly vendor, if criteria are tight | You |
| Prospects who don't show up | You | Vendor if billed on held meetings, you if on booked | You |
| Your team's time turning leads into meetings | You | Vendor | Vendor |
| Lists, copy and domains built during the program | Usually vendor | Usually vendor | Depends on the contract |
One pattern follows from this.
The more risk a vendor carries, the more it charges per unit, because it's pricing in the chance of a bad month.
A cheap lead isn't cheap if you're the one carrying the conversion risk, and an expensive meeting isn't expensive if the vendor has already absorbed the work and the no-shows.
The last row is the one most buyers miss. Under pay per lead and pay per meeting, the vendor usually keeps the infrastructure and learning that produced your results, so you start from zero if you leave. That isn't always stated in the contract, so ask.
Every pricing model rewards one behavior, and the argument you end up having follows from it.
Pay per lead rewards volume, so you argue about quality.
Pay per meeting rewards bookings, so you argue about no-shows and fit. A retainer rewards renewal, so you argue about value. Name the argument before you sign and you can write the clause that stops it.
A vendor paid per lead does best by delivering as many leads as the definition allows.
Anything vague in the definition, such as "decision maker" or "mid-sized company", will be read in the vendor's favor.
The fix is a definition made of fields anyone can check, like exact job titles, an employee range, industries, countries and a verified email, plus a replacement policy for leads that fail it.
A vendor paid per booking does best by filling calendars. That can mean meetings with people who were never going to buy, or bookings that were never really confirmed. Agree whether you pay on booked or held meetings, what happens when a prospect doesn't attend, and what qualifies a meeting, such as role, company fit and a stated reason for the call.
A retainer has no unit to argue over, so the argument becomes about value.
It tends to start once the first activity reports arrive, because they show lots of emails sent but leave the buyer unsure what came back.
Write the expected outputs into the agreement: weekly reporting in the units you care about, a target range for held meetings once the program has ramped, and an exit clause if it misses for a set period.

The only fair comparison is cost per held meeting, so convert every quote to that unit. Per-unit models cost the same per meeting at any volume. A retainer costs less per meeting the more meetings it produces. That means each comparison has a break-even point, and you can find yours with three numbers.
The working assumptions below are labelled so you can replace them:
| Held Meetings a Month | Pay per Lead | Pay per Meeting | Retainer at $4,500 | Retainer at $12,000 |
|---|---|---|---|---|
| 5 | $2,500 | $2,335 | $4,500 | $12,000 |
| 10 | $5,000 | $4,670 | $4,500 | $12,000 |
| 20 | $10,000 | $9,340 | $4,500 | $12,000 |
| 30 | $15,000 | $14,010 | $4,500 | $12,000 |
Three break-even points come out of this:
The practical reading is that per-unit pricing protects you at low volume, and a retainer rewards you at high volume. If you don't know which side of the line you'll land on, that uncertainty is itself an argument for starting with a per-unit model or a short pilot.
Four clauses prevent most lead generation disputes: the lead definition, the replacement policy, the no-show policy and exclusivity.
Two more, data ownership and exit terms, decide what you keep when the contract ends. Which ones matter most depends on the model, so here's where to focus for pay per lead, pay per meeting and retainers.
| Clause | Matters Most For | What to Put in Writing |
|---|---|---|
| Lead Definition | Pay per Lead | Checkable fields only: exact titles or seniority, employee range, industries, countries, and a verified email or phone. |
| Replacement Policy | Pay per Lead | Which leads you can reject, how long you have to flag them, and whether you get a replacement or a credit. |
| Meeting Qualification | Pay per Meeting | Who must attend, company fit criteria, and a confirmed reason for the meeting. |
| No-Show Policy | Pay per Meeting | Whether you pay for booked or held meetings, and whether no-shows are rebooked or credited. |
| Exclusivity | Pay per Lead | Whether leads are sold only to you or shared with other buyers, including competitors. |
| Data Ownership | All Three, Retainers Especially | Who keeps the contact lists, sending domains, copy, and reply history after the contract ends. |
| Outputs and Reporting | Retainer | Weekly reporting in the units you care about, and a target range for held meetings after ramp. |
| Minimum Term and Exit | Retainer | The minimum commitment, the notice period, and the right to exit if targets are missed for a set period. |
Two of these deserve extra care. Exclusivity is easy to overlook with pay per lead, and shared leads may already have heard from other vendors before you.
Data ownership is easy to overlook with everything else. Without it in writing, the lists and domains your money paid for usually leave with the vendor.
If a vendor resists putting the lead definition or the no-show policy in writing, treat that as information about how disputes will go.
For more on contract terms when comparing agencies and lead gen firms, see our comparison of a cold email agency vs a lead generation company.
Pick the model that protects you against the mistake you can least afford. If wasted budget would hurt most, pay per meeting.
If idle SDRs would hurt most, pay per lead. If losing control or starting from zero later would hurt most, a retainer. Price matters less than which risk you're able to carry.
| What You Can Least Afford to Get Wrong | Choose | Why |
|---|---|---|
| Spending money and getting nothing | Pay per meeting, billed on held meetings | You pay only when a conversation happens. |
| SDRs sitting idle with nobody to call | Pay per lead | It fills their lists fast, and they absorb the follow-up work. |
| Losing the assets and learning when you leave | Retainer, with data ownership in writing | Lists, domains, and copy can stay with you. |
| Getting the volume decision wrong | A per-unit model or a short pilot first | You find out your real conversion rates before committing to a fixed fee. |
You don't have to pick a pure model. Two hybrids come up often:
Whichever model you choose, ask the vendor to show you their own numbers in cost per held meeting. A vendor that can do that quickly has usually thought about the same risks you have. For a wider view of providers and how they price, see our list of appointment setting companies.

SmartServices is Smartlead's managed outbound team. We build the lists, run the cold email and book qualified meetings for your team, inside your own Smartlead account. Because it runs in your account, it answers the data ownership question by design: the lists, domains, copy and reply history stay with you.
Since it's our own service, here's how it lines up against the clauses in this guide:
We'll walk you through how it's priced on a call, and size it against the break-even for your numbers. SmartServices isn't the right fit if you only want contact data, or if you're still working out who you sell to. More detail is on the SmartServices page.
These are the questions people ask most about pay per lead and other lead generation pricing models. Each answer stands on its own and uses the same sources and assumptions as the rest of this guide.
Pay per lead is a pricing model where you pay a lead generation company a fixed fee for each lead that meets criteria agreed in advance, such as job title, company size and industry. Leads outside the definition aren't billed, which is why the definition matters so much.
Published B2B ranges run roughly $20 to $200 per lead, $50 to $1,500+ per booked meeting, and $2,000 to $32,000 a month on retainer. Some vendors combine a monthly fee with a per-meeting fee. Compare quotes by converting each one to cost per held meeting.
It can be, if your team has time to work the leads and enough of them convert. On our assumptions, at $100 per lead, pay per lead only beats paying about $467 per held meeting if more than one in five leads becomes a held meeting.
Pay per lead charges for contacts that meet agreed criteria, and your team turns them into meetings. Pay per appointment charges for meetings booked on your calendar, so the vendor handles the outreach and booking. Per-appointment prices are higher because the vendor carries more of the risk.
Not always. Some vendors sell each lead only to you, while others sell the same lead to several buyers. Shared leads are usually cheaper but may already have been contacted by other vendors. Ask directly, and put exclusivity in the contract.
A retainer is a fixed monthly fee for a lead generation team and process, regardless of how many leads or meetings it produces in a given month. It gives you more control and usually costs less per meeting at high volume, but you carry the results risk.
