Best Cold Email Agencies

The first page of SERPs is filled with a list of “cold email agencies”, and with a quick deep look, you’ll know these pages were written by the vendors themselves.

Makes sense, but that’s not what you’re looking for, right? You need real, relevant data and criteria to decide which cold email agency is best for your business.

Forget the case studies, client logos, experience, and biased reviews; focus on what actually matters. And that’s operational criteria.

This blog will help you understand what to look for, what questions to ask, and how to decide which cold email marketing agency, cold outreach agency, or cold email lead gen agency is best.

TL;DR

Choosing the right cold email agency for your business doesn't depend on their pitch — rather the things they should disclose, like domain ownership, sending volume per mailbox, list sourcing, reply handling, and reporting.
We've used these 5 metrics and listed 10 cold email agencies against them. Use the same metrics to define your ideal agency, ask questions related to each, and decide based on their answers. Their response on bounce rate and domain ownership is particularly important.
If you want all of this handled without the hassle, SmartServices from Smartlead's expert outbound team is the way to go — starting at $2,000/month based on sending volume.

How did we judge cold email agencies?

Before choosing a cold email marketing agency, ask questions that matter to your business. It’s not just free leads and unlimited warmups that matter; you also need a strong sending infrastructure.

We have ranked 10 agencies against five criteria with a scoring table that a buyer can/should verify before signing the deal.
For each criterion, you should ask relevant questions to the sales team, and we’ve got that covered as well. Here are the five things that actually matter:

Domain and inbox ownership

Will you own the sending domain and mailboxes when the contract ends with your cold outreach agency? Well, this is something you need to talk to the agency before you hire them. If you don’t own it, then you have to start from scratch once you switch to a different agency; that means no owned infrastructure and 0 sender reputation.

Volume per mailbox

Every mailbox has a safe daily send limit, after which deliverability starts to drop. Ask the agency for this number; if they don’t answer, either they can’t, or their operations are spread too thin across accounts.

List sourcing and verification

According to Smartlead’s State of Cold Email 2026 report, the typical cold email bounce rate is 1.54%, with a quarter of senders bouncing at 3.21% or higher, which makes 2% a reasonable danger line.

Learn about the agency’s bounce rate commitment and find out where their contacts come from.

Reply handling

This is probably more important than you’d imagine cause reply handling and categorization can sometimes make or break your lead generation. What if a lead wants you to check back after a few days? Would your inbox be watched closely every day?

Reporting

Does the agency report on reply rate, positive reply rate, or just show open rate as a metric to be done with it? You shouldn't be looking for the latter, and the agency should be able to tell the difference.

10 cold email agencies and how they stack up

Agency Domain/Mailbox Ownership Volume per Mailbox Bounce Commitment Human Reply Handling Reports Reply Rate Starting Price
Belkins Not disclosed 250–325/day Target <3%, guidance only AI classifies, human for non-routine Yes, per client reviews $5,000/mo
Cleverly Not disclosed 30–50/day Under 2% target, 3%+ flagged as risk, guidance only Offered, process not described Mixed, FAQ says "engagement" Not published
SalesHive ToS: only named "Deliverables" transfer 5–10 ramping to 40–70/day Target <2%, guidance only AI triages, human for "consequential" only Yes, drops open rate by name Not published
CIENCE Not disclosed 30–50/day Not disclosed AI replies and follows up; human for live conversations only Yes, prefers reply rate $5,600/month
ColdIQ Contested, see note below ~30/day, own methodology Not disclosed, no SLA confirmed Not disclosed Yes, strongly Infra at $4.50/inbox/month
SalesBread Not disclosed Not disclosed Not disclosed Positive replies qualified, no full process Yes, 19.98% historical, 27.4% recent Not published
Hypergen Not disclosed Send interval stated, no per-mailbox cap Thresholds stated, <3% healthy, >8% stop Not confirmed, automated routing Yes, drops open rate entirely Not published
Growth Rhino Client-owned per copy, not in ToS 30–50/day, capped per inbox <0.2% displayed, a result, not a guarantee Yes, "a human operator triages every reply" Yes Not published
Pearl Lemon Leads Not disclosed; review flags this gap "Conservative volume" claimed, no number Not disclosed Yes, "every reply answered by a person" Yes Not published
Listkit No, by written policy 1–25/day over 7-day ramp No commitment, one account ran 12% without issue Not disclosed; references a "Master Inbox" Yes, reply rate and positive reply rate $597/mo, 1,000/day

A few patterns stand out once you look across all 10 cold email agencies:

  • Only Growth Rhino and Pearl Lemon Leads, out of all 10, say that a human reads every reply.
  • Belkins, SalesHive, and CIENCE say they use a hybrid system where AI classifies and routes replies, then a human intervenes when a prospect shows real interest.

When you get on a call with any of these cold email agencies, ask them whether the bounce threshold they already use internally will be written into your contract.

What each cold email agency actually offers?

Belkins

A B2B full-service outbound cold email agency that uses an SDR-as-a-service model. Belkins pricing starts from $5000/month with 1500 leads, and they promise 100+ appointments in a year. Here are the five criteria that you should look for in Belkins

  • Their domain and mailbox ownership is publicly disclosed, and you don’t actually know what happens when the deal ends.
  • They state that their team of experts handles around 100-250 mailboxes, and while their blogs recommend 325 emails a day on a business domain and 250 emails a day on Gmail, that’s not a ‘contractual’ number.
  • On reply handling, their blogs describe a hybrid model for reply classification and drafting with AI, with human intervention for more serious issues.
  • Looks like Belkins tracks reply rate metrics, as some of the client reviews on sites like G2 and Clutch state their reply rate can go as high as 65.9%, but the stable reply rate is around 12%

Cleverly

If you are looking for a cold email lead gen agency that specializes in LinkedIn lead generation but also offers cold calling and cold email lead generation, then Cleverly is something to look into. For pricing details, you have to get on a call with their team.

  • From their blogs, Cleverly states their volume per mailbox is 30-50 emails per inbox per day which is framed more like a guidance, rather than commitment to the client.
  • Their checklists states, users should keep their bounce rates under 2% target, and anything above 3% could risk flags.
  • The agency explicitly states that a human handles replies, but they offer full-service reply management.
  • Their reporting on reply rate is never directly mentioned on the website, but they mention it in their case studies, along with “interest rate” and “engagement.”

SalesHive

SalesHive is a full-stack outbound cold email agency with an SDR team that also handles cold emailing for their clients. They don’t have a long-term contract; there is no setup fee, and for pricing, you have to get on the call with the sales team.

  • SalesHive doesn’t mention anything about domain and mailbox ownership specifically, but only talks about “Deliverables” in their terms.
  • In terms of volume per mailbox, a ramp-up of 5-10 emails per mailbox for new domains is mentioned in their blogs, and after getting well-established, this can go up to 30-70 emails per day.
  • Again, like the other two, SalesHive manages its replies with a “Smart Inbox” AI and only checks significant messages.
  • Their reporting shows meetings booked, reply rates, and positive reply rates.

CIENCE

CIENCE markets itself as a "people-as-a-service" outbound provider, blending technology with dedicated research and SDR teams. It publishes partial pricing: SDR services from $5,600 a month, with a separate revenue system setup starting at $9,500.

  • Its own deliverability FAQ states a general best practice of no more than 30 to 50 cold emails per mailbox per day.
  • Its Terms of Service address data retrieval after termination but don't mention domain or mailbox ownership specifically.
  • Their outbound SDR page describes reply handling as AI-first, with AI SDR agents replying to inbound queries and handling follow-ups, and a human only stepping in once a prospect shows real interest.
  • Confirmed via its own blog and case studies. One case study cites a 12 percent reply rate, and a separate post states it uses reply rate rather than open rate to measure success.

ColdIQ

ColdIQ operates as a hybrid cold email agency and infrastructure provider, and publishes pricing for its infrastructure product specifically: Google Workspace inboxes at $4.50 per inbox a month and Microsoft Azure inboxes at $179 per 100 a month.

  • Their own methodology blog states around 30 emails per mailbox per day.
  • ColdIQ's marketing says "your domain, your credentials," implying client access during the engagement, but an independent review states the opposite: both domains and mailboxes live inside ColdIQ's infrastructure, and offboarding means rebuilding both, calling it a real lock-in risk.
  • No written guarantee exists, and the same review confirms there's no lead volume guarantee, refund policy, or held-meeting SLA either.
  • Reply rate is reported strongly in ColdIQ's own case studies, citing results like a 5.5 percent reply rate on one 830-lead campaign and 15 replies a week on a separate account.

SalesBread

SalesBread positions itself as a boutique, quality-over-quantity cold outreach agency combining LinkedIn and cold email outreach, built around manual research rather than automation. It states outright that it doesn't use AI, and doesn't publish pricing anywhere on its site.

  • Not disclosed as its own policy, though its own content elsewhere advises buyers evaluating any agency to insist on owning their domains themselves, calling it a red flag if an agency won't hand them over. It doesn't apply that same standard to itself in writing.
  • Neither a specific number nor a commitment appears anywhere on the site.
  • Positive replies are qualified before being passed along, though no full triage process is described.
  • Reply rate is a headline metric throughout its marketing, citing a 19.98 percent historical average, recently updated to 27.4 percent over a trailing 12 months.

Hypergen

Hypergen combines cold email outreach with a broader RevOps offering, built around signal- and intent-based targeting using named data partners including Clay, Apollo, Prospeo, and Crunchbase. It doesn't publish pricing on its site.

  • Not disclosed.
  • Rather than a flat daily cap, Hypergen states it maintains a 5 to 10-minute interval between emails from each mailbox, prioritizing deliverability over raw volume.
  • Its own blog states specific thresholds: under 3 percent is healthy, above 5 percent is a red flag, and above 8 percent should stop a campaign outright, though none of this is written as a guarantee.
  • The clearest statement found anywhere in this research is Hypergen's own. Its blog states plainly that open rate "has never made the cut" in its weekly client reviews, and that it reports reply rate, bounce rate, and a manual weekly inbox placement check instead.

Growth Rhino

Growth Rhino is an AI-augmented go-to-market agency aimed at larger B2B deals, positioning itself as a fit for contracts worth $50,000 or more. It doesn't publish pricing, saying only that a specific range is shared on the first call.

  • Their service page makes the most direct ownership claim of any agency researched here. Domains, inboxes, and workflows are "provisioned in your name and handed over at any time," though its published Terms of Service never name domains or mailboxes as a transferable deliverable, leaving the claim unconfirmed in writing.
  • 30 to 50 sends per inbox per day, explicitly capped per inbox rather than per account.
  • Displays a current rate under 0.2 percent, the lowest figure found across every agency here, though that's a performance result rather than a forward guarantee.
  • One of only two agencies in this list to state plainly that a human operator triages every single reply.
  • Its dashboard reports an 11.4 percent average reply rate.

Pearl Lemon Leads

Pearl Lemon Leads is a UK-based, full-service B2B lead generation agency offering cold email alongside cold calling, LinkedIn, and multi-channel packages, with cold email pricing published starting at £2,497 a month.

  • Not disclosed, a gap an independent review calls out directly, advising buyers to ask on the call since the answer determines how safe their sender reputation is.
  • Its own service page says it caps sending at a "conservative volume per mailbox" without giving an exact number.
  • No written commitment exists, though list building is described as manually verified and triple-checked.
  • One of only two agencies here to state plainly, in its own words, that every reply is answered by a person rather than an automation.
  • Reply rate is reported, broken down by positive, negative, and neutral.

Listkit

Listkit is primarily a B2B contact database and list-building platform, built around a 977 million-plus contact database, with a done-for-you cold email infrastructure add-on layered on top. That makes it a different kind of entry on this list, closer to a data and sending-infrastructure tool than a full strategy-and-copywriting agency. Its self-serve bundle is published at $597 a month for 1,000 emails a day.

  • This is the only agency that states this in writing, and the answer is no. Its refund and cancellation policy says the customer "does not have an automatic right to receive, transfer, export, or retain domains, inboxes, licenses, configurations, warm-up data, administrative credentials, or other infrastructure after cancellation."
  • Listkit’s documentation states pre-warmed inboxes ramp from 1 to 25 emails a day over seven days.
  • No commitment, and its own documentation goes further, describes one customer running a 12 percent bounce rate without treating it as a problem, since a strong reply rate kept coming through anyway.
  • Not clearly described as human or AI-led. Its site references a "Master Inbox" that consolidates positive replies in one place, but doesn't state who or what does the categorizing.
  • Reply rate and positive reply rate are both explicitly tracked and reported.

Why is open rate the wrong metric to judge a cold email marketing agency?

We've already heard this before and the State of Cold Email 2026 report from Smartlead also states that open rate is a vanity metric. This is because Apple Mail now loads images automatically, this means open rates are triggered automatically without even the recipient reading the message, and the 60-70% open rate metric is automatic.

That's why this report concentrates on the reply rate metric to determine whether the reader is interested in the email.

If an agency's pitch leans on open rate, that number is measuring something other than what you think it's measuring. Here's the mechanism:

  • Apple Mail Privacy Protection rolled out across Apple's platforms starting in the second half of 2021, with iOS 15 shipping that September and macOS Monterey following in October.
  • It routes email through Apple's own proxy servers, which pre-load remote images automatically on delivery.
  • The tracking pixel fires the moment Apple's proxy touches it, often before a human ever opens the inbox.

This isn't a small slice of your list.

Litmus measured over 1 billion email opens in July 2026 and found Apple Mail clients holding 62.26 percent of the email client market, ahead of Gmail at 27.03 percent. This means nearly two-thirds of the opens an agency reports to you are running through a system that can register an open before the email is read.

If an agency can't tell you their reply rate without being asked, or if reply rate is buried under a headline open rate number, that's worth noticing.

At least one agency in the table above makes this exact argument about its own reporting, unprompted. Hypergen's own blog states that open rate "has never made the cut" in its weekly client reviews, and that it reports reply rate, bounce rate, and a manual weekly inbox placement check instead.

When even a vendor's own internal standard has moved past open rate, it's a reasonable baseline to expect from the rest.

How much does a cold email agency actually cost?

Most of these agencies aren't very transparent about their pricing model. Some of them need a discovery call, while others offers quoting a number for specific services. Here are the numbers:

  • Belkins: starts from $5,000 a month
  • CIENCE: $5,600 a month for SDR services, with a separate revenue system setup starting at $9,500.
  • Pearl Lemon Leads: £2,497 a month pricing for their cold email services.
  • Listkit: self-serve bundle at $597 a month for 1,000 emails a day
  • Most others: You need a discovery call with the sales team for their pricing info.

For a Industry-wide number, here's a general figure:

  • A typical retainer costs around $3,000 to $7,000 a month, with full-service tiers stretching from around $2,500 up to $25,000-plus
  • A setup fees of $1,500 to $5,000
  • $500 to $1,000 per booked meeting for pay-per-meeting arrangements, though the effective cost per meeting that actually shows up can run closer to $800 once no-shows are factored in.

Treat these as ranges to sanity-check a quote against, not a substitute for asking the agency directly.

When you shouldn't hire a cold outbound agency at all

Agencies that publish pricing tend to start around $5,000 a month, usually with a three- to six-month minimum commitment. That puts the real floor for a serious engagement somewhere between $15,000 and $30,000 before you see results.

If the volume of leads you actually need doesn't justify clearing that floor, an agency is the wrong tool. Not because the agencies are bad, but because the fixed cost of running one doesn't scale down to match a smaller need.

Here's the number to run before you sign anything: 15–20 replies a month is roughly what a single sender running two to three warmed mailboxes at a safe sending volume can produce in-house, at Smartlead's typical 0.74 percent reply rate. Below that, in-house beats a $5,000-plus monthly retainer.

If your target is below that, in-house is almost always the better math. Above it, the calculation starts to depend on how much your own time is worth against a $5,000-plus monthly retainer.

SmartServices: a cold email agency team that runs the entire outbound for you.

Some teams don't want to hand outreach to an outside team, but don't want to build the sending infrastructure from scratch either. Smartlead's SmartServices sits between the two, handling everything for you; they run:

  • Technical setup and campaigns
  • Weekly list building from multiple databases
  • Pre-warmed mailboxes and deliverability management
  • 24/7 Inbox and reply management
  • Reporting

All this while, your team keeps control of strategy and messaging.

If what you actually need is appointment setting rather than infrastructure, our guide to appointment setting covers that distinction in more depth.

Questions to ask on the call

Copy these directly into your next agency conversation.

  • Who owns the sending domains and mailboxes if we end the contract?
  • What is the maximum daily send volume per mailbox, and how did you arrive at that number?
  • Where does the contact list come from, and what bounce rate will you commit to in writing?
  • Who reads and categorizes replies, and what happens to a reply that isn't an outright yes or no?
  • Will you report reply rate alongside open rate, and can you explain why the two numbers diverge?

Frequently asked questions

What is the best cold email agency in the USA?

There's no neutral, independent ranking of this, since every existing list is published by a vendor with something to sell. The more useful approach is scoring agencies against verifiable criteria, like domain ownership, volume limits, and reply handling, rather than trusting a ranking built on client logos and years in business.

Is cold email still effective in 2026?

Yes, though average reply rates vary by source and have declined from earlier years, generally landing between 2 and 5 percent. Smartlead's own 2026 data puts the typical reply rate at 0.74 percent, with top performers reaching 2.63 percent or higher. The gap between personalized campaigns and generic blasts has widened significantly.

What is the 30/30/50 rule for cold emails?

It's a popular framework for weighting what makes a campaign work, though no single authoritative version exists. Different sources define the split differently, covering list quality, personalization, offer, and follow up in varying proportions. The one constant across every version is that follow up carries the heaviest weight, at 50 percent.

Is cold email outreach illegal?

Not inherently. In the United States, CAN-SPAM permits unsolicited commercial email, including B2B, as long as headers are accurate and a working opt-out is honored within 10 business days. The EU and UK generally allow B2B cold email under legitimate interest, while Canada's CASL requires a consent basis even for business contacts.

How much does a cold email agency cost?

Published pricing among agencies that disclose it generally starts around $5,000 a month, with the broader category typically running $3,000 to $7,000 monthly and stretching up to $25,000-plus for full-service tiers. Setup fees and pay-per-meeting pricing are also common. Where a specific agency hasn't published pricing, treat any number you see elsewhere as unconfirmed until they state it directly.

Harris Kenny

Founder, OutboundSync

We build an infrastructure product, and OutboundSync communicates with Smartlead itself. I love the webhook and API. They're really well done and keep getting better.

With SmartDelivery, you can put all of that in the hands of the tool. It ensures your emails land in inboxes, and by running a simple test, you can see if you're hitting the mark.

Bharatt Arorah

Founder, Claygen

Deliverability is the cornerstone of cold email outreach. You could have the best email copy in the world, but if no one is seeing it, it's useless. I really love the feature where you can actually give client accesses to your clients.

Wesley Hoang

Co-Founder, Cymate

I do not want to switch to another software. Pick a solution you trust, stick with it, and keep refining your copy.

Bruno Erckmam

CMO, Avalanche Capital

Managing large volumes of emails through multiple inboxes used to be a logistical nightmare. With Smartlead, the process is seamless. We book thousands of discovery calls through cold emails. These campaigns are generating leads at a scale we never thought possible.

Eric Nowoslawski

Founder, Growth Engine X

We came for the unlimited inboxes, and we stayed for the API. 1.5M cold emails/month, 7,767+ inboxes managed.

You cannot replace having 10,000 touches with potential clients. When you have that much distribution and reach, you really start to see incredible results. The simplicity of Smartlead made all the difference. It doesn't require you to be a technical wizard.

Atishay Jain

Smartlead has been a game-changer for us. It increased our appointment volume, improved ease of use, and offered valuable features. 80% increase in appointments/month, peak of 276 appointments in a single month.

Maximilian Jendrall

Our approach to crafting conversational emails led to reply rates that many of my peers thought were unattainable.

Maximilien Moriceau

We've grown on zero capital, zero marketing, purely cold emailing - and that's the story we love to tell. The best approach is no approach if you can't handle domain meltdown. The second best is something like Smartlead that's built from the ground up for deliverability at scale.

Omar Abdalla

Founder, Fenixtal

Smartlead's white-labeling and automation let us punch above our weight. The 12M euros sales potential? That's what happens when you combine human creativity with Smartlead's precision.

Preeti Malik

Nine out of 10. Ninety percent of our clients are on Smartlead unless they come in with an existing setup. That's the default.

Ethan Chamish

Co-Founder, BuildingReach

At the end of the day, you have to take a bet on one tool or another. It was a no-brainer taking that bet on Smartlead. We had to even turn down the volume of our marketing campaigns - Smartlead was capable of driving more volume than our sales team was able to fulfill.

David Sinclair Black

Founder & MD, Prospectiv

Since starting the business in January of this year, we've already generated $200K in sales exclusively from cold email. Smartlead has been central to our operations and has exceeded our expectations.

Philipp Käming

Founder, Growthlynk

There's so much stuff built on top of it. I would be dead if I had to rebuild it with another tool. I can manage hundreds of senders easily. I can send hundreds of thousands of emails.
